Kazakhstan’s Prime Minister Appointed Head of National Digital Transformation Task Force

On August 18, 2025, Kazakhstan’s Prime Minister, Olzhas Bektenov, signed an executive order to establish the National Digital Transformation Task Force, personally assuming the role of chair. This move marks a significant step forward in Kazakhstan’s efforts to build a digital government and advance in the field of artificial intelligence (AI).

The task force will be chaired by the Prime Minister, with the Chief of Staff of the Government and the Minister of Digital Development, Innovation, and Aerospace Industry serving as deputy chairs. Additional members include the Chairman of the Agency for Strategic Planning and Reforms, the President’s Digitalization Advisor (by agreement), and the Deputy Minister of Digital Development, who will act as the task force secretary.

The Digital Government Support Center, a state-owned enterprise under the Ministry of Digital Development, has been designated as the executive body responsible for organizing meetings and preparing relevant documentation. Meetings will be held as necessary.

The main responsibilities of the task force include:

Promoting digital transformation across economic sectors

Reviewing and coordinating key digital development projects

Overseeing the development of national digital infrastructure and services

According to the order, the task force has the authority to issue binding decisions to central and local government bodies, as well as quasi-public sector organizations. It may also invite representatives from relevant institutions to attend meetings. Any failure to implement or improper implementation of task force decisions may result in individual accountability for responsible officials.

This institutional restructuring comes at a pivotal time, coinciding with the official launch of Kazakhstan’s first supercomputer. During a recent meeting of the National Digitalization Committee, Prime Minister Bektenov emphasized the need to leverage this development to accelerate the construction of AI infrastructure and advance the digital transformation of government systems and industrial structures.

According to Minister of Digital Development, Innovation, and Aerospace Industry, Bagdat Musin, the National Supercomputing Center has been fully renovated and is operational. In parallel, the government has approved the “Artificial Intelligence Development Strategy 2024–2029” and has begun drafting an “Artificial Intelligence Law” to establish a legal and policy framework for the deployment of AI technologies.

Kazakhstan is also stepping up efforts in AI talent development, launching several training initiatives such as the “Corporate AI Training Program,” “Digital Youth Education Centers,” and the “AI Talent Development Plan.”

In addition, the government is actively developing a range of AI-based digital public services, including an e-government assistant, AI medical assistant, tax advisory bot, and intelligent translation systems, all aimed at improving the efficiency and quality of public services.
